Errr, Virulence simply adds/spreads conditions...

By no means can you actually "spike" anything.
So, uh... not really sure what your talking about?

Hes referring to the Mesmer/Necro build called Virulence Spiker (You can find it at the wiki.)

It involves using Fragility, Conjure Phantasm, (Another Hex.), Accumulated Pain, Virulence : to trigger Fragility multiple times to spike the target.

During the NF preview events, the Mesmer spell Hypocondria triggered it even more. Post-release, hyopcondria has been changed, no longer causing Fragility to trigger as much as it did.

Can imagine the combination of Epidemic + Hypochondria + Virulence being extremely deadly.
Add Oppressive Gaze to that list...

probably since:
1. you didn't mention that at first
2. The build is based around a necromancer skill, so you would think at first it would be asscoatied with a primary necro.

I dunno, more of an idea

It's not actually Virulence that does the "spiking" in that build, it's the damage from Fragility. Hence why it is usually called Fragility spike or just the "frag" build.

The reason it doesn't seem effective now is because Fragility had its damage and (I think) its duration nerfed a while back. You still see someone trying to use it in RA every now and then, but it's mostly history as far as I can tell.

Oh, I loved the days when a frag mesmer could kill a warrior in three seconds...so much fun!

the build still works though, killing a warrior in three seconds on the other hand may not be as easy now
